教育部關于加強新時代教育管理信息化工作的通知

  教育管理信息(xi)化作(zuo)為(wei)的重要組成部分,是以(yi)信息(xi)系統、數據(ju)資源、基礎設(she)施(shi)為(wei)基本要素,利用信息(xi)技術轉變管理理念(nian)、創新管理方(fang)式、提高管理效率(lv),支撐教育決策(ce)、管理和服務,推進教育治理現(xian)代(dai)化的進程。為(wei)加強新時代(dai)教育管理信息(xi)化工(gong)作(zuo),有(you)效解決系統整合不足、數據(ju)共享不暢、服務體(ti)驗不佳(jia)、設(she)施(shi)重復建設(she)等突出問題,現(xian)就有(you)關事項(xiang)通(tong)知如下。

  一、總體要求

  以(yi)習近平(ping)新(xin)時(shi)代中(zhong)國(guo)特色社會主義思想(xiang)為指導,深入貫(guan)徹(che)黨的十九大(da)和十九屆二中(zhong)、三中(zhong)、四(si)中(zhong)、五中(zhong)全會精(jing)神,全面貫(guan)徹(che)落實(shi)全國(guo)教(jiao)(jiao)(jiao)(jiao)育(yu)大(da)會精(jing)神,深化(hua)(hua)教(jiao)(jiao)(jiao)(jiao)育(yu)領域“放管(guan)服”改革,以(yi)數據(ju)為驅(qu)(qu)動(dong)(dong)力(li)(li),利用新(xin)一代信息(xi)技術提升教(jiao)(jiao)(jiao)(jiao)育(yu)管(guan)理(li)(li)數字化(hua)(hua)、網(wang)絡化(hua)(hua)、智能化(hua)(hua)水平(ping),推動(dong)(dong)教(jiao)(jiao)(jiao)(jiao)育(yu)決策由經驗(yan)驅(qu)(qu)動(dong)(dong)向(xiang)數據(ju)驅(qu)(qu)動(dong)(dong)轉(zhuan)(zhuan)變(bian)、教(jiao)(jiao)(jiao)(jiao)育(yu)管(guan)理(li)(li)由單向(xiang)管(guan)理(li)(li)向(xiang)協(xie)同治理(li)(li)轉(zhuan)(zhuan)變(bian)、教(jiao)(jiao)(jiao)(jiao)育(yu)服務由被動(dong)(dong)響應向(xiang)主動(dong)(dong)服務轉(zhuan)(zhuan)變(bian),以(yi)信息(xi)化(hua)(hua)支撐教(jiao)(jiao)(jiao)(jiao)育(yu)治理(li)(li)體(ti)系和治理(li)(li)能力(li)(li)現代化(hua)(hua)。

  二、工作目標

  到2025年,新時代教育管理(li)信息(xi)化(hua)制度體(ti)系(xi)基(ji)本形成,信息(xi)系(xi)統實現優化(hua)整合,一(yi)體(ti)化(hua)水平(ping)大幅提升(sheng);數據實現“一(yi)數一(yi)源”,數據孤(gu)島得以(yi)打通,數據效(xiao)能充分發揮;在線服(fu)務(wu)靈活便捷(jie),“一(yi)網通辦”深入普及(ji),服(fu)務(wu)體(ti)驗明顯(xian)提升(sheng);現代化(hua)的(de)教育管理(li)與監測體(ti)系(xi)基(ji)本形成,多(duo)元參與的(de)應用生態基(ji)本建(jian)立(li);教育決(jue)策科(ke)學化(hua)、管理(li)精(jing)準化(hua)、服(fu)務(wu)個性化(hua)水平(ping)全面提升(sheng),支撐構建(jian)高質(zhi)量教育體(ti)系(xi)。

  三、重點任務

  (一)加強(qiang)教育管理信息化統(tong)籌(chou)協調(diao)

  1.加強(qiang)(qiang)教育(yu)(yu)(yu)(yu)管(guan)理信(xin)(xin)息(xi)化(hua)(hua)組(zu)織領導(dao)。加強(qiang)(qiang)教育(yu)(yu)(yu)(yu)管(guan)理信(xin)(xin)息(xi)化(hua)(hua)的(de)組(zu)織領導(dao),建(jian)立“主要負責人牽頭(tou)抓”的(de)工作機制。明確信(xin)(xin)息(xi)化(hua)(hua)職能部門和技術(shu)支撐(cheng)單位,加強(qiang)(qiang)教育(yu)(yu)(yu)(yu)管(guan)理信(xin)(xin)息(xi)化(hua)(hua)的(de)總體(ti)設計和制度建(jian)設,保(bao)障各項重點(dian)任務落實到位。教育(yu)(yu)(yu)(yu)行(xing)政(zheng)部門應加強(qiang)(qiang)與(yu)地方政(zheng)府信(xin)(xin)息(xi)化(hua)(hua)職能部門的(de)協同聯(lian)動(dong),明確職責分(fen)工,共同保(bao)障教育(yu)(yu)(yu)(yu)管(guan)理信(xin)(xin)息(xi)化(hua)(hua)的(de)健康可持續(xu)發展。規(gui)范市場(chang)主體(ti)參與(yu)教育(yu)(yu)(yu)(yu)管(guan)理信(xin)(xin)息(xi)化(hua)(hua)建(jian)設和運維的(de)行(xing)為(wei),構建(jian)政(zheng)府、企業、學校共同參與(yu)、協同推進的(de)工作格局。

  2.構建(jian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)管(guan)理(li)(li)信(xin)息(xi)化(hua)分(fen)工機制。建(jian)立“中(zhong)央統(tong)(tong)籌、分(fen)級(ji)推進、逐級(ji)負責(ze)”的教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)管(guan)理(li)(li)信(xin)息(xi)化(hua)責(ze)任(ren)體系(xi)。教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)部(bu)統(tong)(tong)籌教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)系(xi)統(tong)(tong)的教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)管(guan)理(li)(li)信(xin)息(xi)化(hua)工作(zuo),指導部(bu)屬單(dan)(dan)(dan)位和(he)省級(ji)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)行政部(bu)門落(luo)(luo)實(shi)重點任(ren)務;通過國(guo)家(jia)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)管(guan)理(li)(li)公共服(fu)務平臺(以下簡稱國(guo)家(jia)管(guan)理(li)(li)平臺),面向教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)系(xi)統(tong)(tong)提供(gong)中(zhong)央統(tong)(tong)籌管(guan)理(li)(li)的核心應用服(fu)務。省級(ji)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)行政部(bu)門統(tong)(tong)籌本地區(qu)的教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)管(guan)理(li)(li)信(xin)息(xi)化(hua)工作(zuo),指導所屬單(dan)(dan)(dan)位和(he)地市(shi)級(ji)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)行政部(bu)門落(luo)(luo)實(shi)重點任(ren)務;對接國(guo)家(jia)管(guan)理(li)(li)平臺,根據(ju)地方實(shi)際為本地區(qu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)機構提供(gong)通用應用服(fu)務。各單(dan)(dan)(dan)位負責(ze)本單(dan)(dan)(dan)位教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)管(guan)理(li)(li)信(xin)息(xi)化(hua)建(jian)設和(he)運維,落(luo)(luo)實(shi)主體責(ze)任(ren)。

  3.完善(shan)教育(yu)管(guan)理信息(xi)化制度體系。建立(li)覆(fu)蓋教育(yu)管(guan)理信息(xi)化工作各要素的(de)工作制度,明確信息(xi)系統、教育(yu)數據(ju)、管(guan)理服(fu)務等方面的(de)管(guan)理要求,規(gui)范對信息(xi)化建設(she)項目的(de)申(shen)報立(li)項、招標(biao)采購(gou)和(he)(he)實施驗收(shou),規(gui)范信息(xi)資(zi)產的(de)新增購(gou)置、日常運維和(he)(he)更新替代,形成信息(xi)系統名錄(lu)、數據(ju)資(zi)源目錄(lu)、服(fu)務事項目錄(lu)和(he)(he)信息(xi)基(ji)礎設(she)施清單(dan)。建立(li)教育(yu)管(guan)理信息(xi)化標(biao)準(zhun)體系,完善(shan)技術(shu)、服(fu)務和(he)(he)質量標(biao)準(zhun),加強國家(jia)標(biao)準(zhun)、行(xing)業(ye)標(biao)準(zhun)、地方標(biao)準(zhun)、團(tuan)體標(biao)準(zhun)、企業(ye)標(biao)準(zhun)間的(de)有機銜接(jie),充分(fen)發揮標(biao)準(zhun)的(de)基(ji)礎性作用。

  (二)優化信息系統供給模式

  4.加強信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)規范管理。新建(jian)(jian)信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)立項應由信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)職能部(bu)門統(tong)(tong)(tong)(tong)(tong)(tong)一審核,落實集(ji)約(yue)建(jian)(jian)設、整合共(gong)享、安全(quan)保障等(deng)要求。規范信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)互(hu)(hu)聯(lian)網協(xie)議地址和(he)域名管理,建(jian)(jian)立統(tong)(tong)(tong)(tong)(tong)(tong)一分配、統(tong)(tong)(tong)(tong)(tong)(tong)一管理、統(tong)(tong)(tong)(tong)(tong)(tong)一授權的網絡接入認證制(zhi)(zhi)度(du)。鼓勵學校使(shi)用(yong)(yong)中(zhong)國教(jiao)育(yu)和(he)科研計算機網(以下(xia)簡稱(cheng)教(jiao)科網)域名(edu.cn),提高信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)標識度(du)。建(jian)(jian)立信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)名錄制(zhi)(zhi)度(du),定期(qi)開展信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)普查,更新信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)名錄,排(pai)查非本單位(wei)互(hu)(hu)聯(lian)網協(xie)議地址和(he)域名(雙非)的信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)(tong),清理業務應用(yong)(yong)脫節、資源長(chang)期(qi)閑置(zhi)、運(yun)維停止(zhi)更新的“僵尸”系(xi)統(tong)(tong)(tong)(tong)(tong)(tong)。

  5.推(tui)進信(xin)(xin)息(xi)(xi)系統(tong)(tong)深(shen)(shen)度(du)整合(he)。制定信(xin)(xin)息(xi)(xi)系統(tong)(tong)開發(fa)運行的(de)統(tong)(tong)一(yi)規范,加強(qiang)信(xin)(xin)息(xi)(xi)系統(tong)(tong)深(shen)(shen)度(du)整合(he)和(he)(he)(he)(he)集約管理(li)。推(tui)動(dong)統(tong)(tong)一(yi)開發(fa)管理(li),明確(que)信(xin)(xin)息(xi)(xi)系統(tong)(tong)的(de)技(ji)術(shu)框架、數(shu)據規范和(he)(he)(he)(he)接口(kou)標準(zhun);推(tui)動(dong)統(tong)(tong)一(yi)用(yong)(yong)(yong)戶管理(li),實現(xian)(xian)基于實名(ming)身份認(ren)證的(de)集中授權(quan)和(he)(he)(he)(he)單點登(deng)錄;推(tui)動(dong)統(tong)(tong)一(yi)運維(wei)保(bao)障,實現(xian)(xian)信(xin)(xin)息(xi)(xi)系統(tong)(tong)集中運維(wei)和(he)(he)(he)(he)安全防護。鼓(gu)勵教育行政部門和(he)(he)(he)(he)高等學校通過建(jian)設(she)網站群(qun)和(he)(he)(he)(he)通用(yong)(yong)(yong)業務(wu)(wu)服務(wu)(wu)平臺,實現(xian)(xian)低成本、短周(zhou)期、高質量(liang)的(de)管理(li)信(xin)(xin)息(xi)(xi)化應(ying)用(yong)(yong)(yong)開發(fa),探索以提供應(ying)用(yong)(yong)(yong)服務(wu)(wu)替代(dai)建(jian)設(she)信(xin)(xin)息(xi)(xi)系統(tong)(tong),為本地區、本單位提供優質、便捷的(de)服務(wu)(wu)。

  6.促(cu)進(jin)應用(yong)(yong)服(fu)(fu)務(wu)創(chuang)新發(fa)展。推動國(guo)家管理平(ping)(ping)臺的(de)開放(fang),鼓(gu)勵(li)地方(fang)教(jiao)(jiao)(jiao)育(yu)行政(zheng)部門和(he)學校(xiao)與(yu)國(guo)家管理平(ping)(ping)臺進(jin)行對(dui)接(jie),開發(fa)特色應用(yong)(yong)服(fu)(fu)務(wu)。促(cu)進(jin)教(jiao)(jiao)(jiao)學與(yu)管理平(ping)(ping)臺的(de)深度融合,根據業(ye)務(wu)流和(he)數據流推動信息系統(tong)的(de)業(ye)務(wu)協同,全面(mian)支撐教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學、管理服(fu)(fu)務(wu)等環節。推動資源公共(gong)服(fu)(fu)務(wu)平(ping)(ping)臺和(he)管理公共(gong)服(fu)(fu)務(wu)平(ping)(ping)臺的(de)互(hu)通、銜接(jie)與(yu)開放(fang),建設“教(jiao)(jiao)(jiao)育(yu)”大平(ping)(ping)臺,建立“政(zheng)府引導(dao)(dao)、社會參(can)與(yu)、用(yong)(yong)戶選用(yong)(yong)”的(de)應用(yong)(yong)服(fu)(fu)務(wu)供給機制,引導(dao)(dao)高校(xiao)、企業(ye)、社會組織等提供服(fu)(fu)務(wu),培育(yu)多元參(can)與(yu)的(de)應用(yong)(yong)生態。

  (三)提高(gao)教(jiao)育數據管理(li)水(shui)平(ping)

  7.加強教育(yu)數(shu)(shu)(shu)據(ju)(ju)(ju)規(gui)(gui)范(fan)管理(li)。完(wan)善教育(yu)數(shu)(shu)(shu)據(ju)(ju)(ju)管理(li)制(zhi)度,建(jian)立數(shu)(shu)(shu)據(ju)(ju)(ju)標準(zhun)體系,規(gui)(gui)范(fan)數(shu)(shu)(shu)據(ju)(ju)(ju)采集(ji)、存儲傳輸、使用(yong)處理(li)、開(kai)放共享等全(quan)(quan)生命周期的(de)(de)(de)數(shu)(shu)(shu)據(ju)(ju)(ju)活動。基于數(shu)(shu)(shu)據(ju)(ju)(ju)應用(yong)和(he)共享建(jian)立數(shu)(shu)(shu)據(ju)(ju)(ju)資源(yuan)目(mu)錄的(de)(de)(de)動態更(geng)新機(ji)制(zhi),全(quan)(quan)面掌握(wo)教育(yu)數(shu)(shu)(shu)據(ju)(ju)(ju)使用(yong)情況。開(kai)展數(shu)(shu)(shu)據(ju)(ju)(ju)分類分級工作,形成(cheng)數(shu)(shu)(shu)據(ju)(ju)(ju)溯源(yuan)圖譜,明確各(ge)類數(shu)(shu)(shu)據(ju)(ju)(ju)的(de)(de)(de)數(shu)(shu)(shu)據(ju)(ju)(ju)源(yuan)。按照“一數(shu)(shu)(shu)一源(yuan)”的(de)(de)(de)原則,根據(ju)(ju)(ju)實現處理(li)目(mu)的(de)(de)(de)最小范(fan)圍(wei),規(gui)(gui)范(fan)數(shu)(shu)(shu)據(ju)(ju)(ju)收集(ji)使用(yong)范(fan)圍(wei),優先通過共享獲取數(shu)(shu)(shu)據(ju)(ju)(ju),避(bi)免重復采集(ji)。

  8.促(cu)進教(jiao)育(yu)數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)開放共享(xiang)。堅持以共享(xiang)為原則、不(bu)共享(xiang)為例外,推動教(jiao)育(yu)數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)共享(xiang)。建(jian)立數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)共享(xiang)審核制度,明確各(ge)類數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)共享(xiang)屬性和(he)(he)范圍(wei),規范數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)共享(xiang)工作流程。探索(suo)建(jian)立數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)共享(xiang)責任清單制度,簡化(hua)數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)共享(xiang)流程,促(cu)進數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)有序流動。建(jian)設(she)教(jiao)育(yu)數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)共享(xiang)開放平臺(tai),加強數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)共享(xiang)的(de)集中管(guan)理,實現數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)動態匯聚和(he)(he)實時更新,重點推動不(bu)同教(jiao)育(yu)階段(duan)學(xue)籍數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)的(de)互(hu)聯(lian)互(hu)通(tong)。積極推進跨部門數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)共享(xiang),穩步(bu)推進教(jiao)育(yu)數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)向社會開放,促(cu)進數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)的(de)開發利用,支撐教(jiao)育(yu)決策(ce)和(he)(he)管(guan)理。

  9.強(qiang)化教育數(shu)(shu)(shu)(shu)據(ju)(ju)質(zhi)量保(bao)障(zhang)。建立(li)數(shu)(shu)(shu)(shu)據(ju)(ju)質(zhi)量評估制(zhi)度,保(bao)障(zhang)數(shu)(shu)(shu)(shu)據(ju)(ju)的(de)(de)真實(shi)(shi)性(xing)、準確性(xing)、合規性(xing)、一致(zhi)性(xing)。加強(qiang)與(yu)國(guo)家(jia)法(fa)人單位基(ji)礎信息(xi)(xi)庫、國(guo)家(jia)人口基(ji)礎信息(xi)(xi)庫等權威數(shu)(shu)(shu)(shu)據(ju)(ju)源的(de)(de)對接(jie),定(ding)期開展數(shu)(shu)(shu)(shu)據(ju)(ju)比(bi)對校(xiao)核工(gong)作。探索(suo)基(ji)于學校(xiao)日常教育教學和行政管(guan)理的(de)(de)數(shu)(shu)(shu)(shu)據(ju)(ju)伴隨式采集,按職(zhi)責權限推(tui)動(dong)(dong)(dong)國(guo)家(jia)管(guan)理平臺的(de)(de)數(shu)(shu)(shu)(shu)據(ju)(ju)共享,與(yu)教育行政部(bu)門和學校(xiao)建立(li)定(ding)期比(bi)對的(de)(de)數(shu)(shu)(shu)(shu)據(ju)(ju)糾錯機(ji)制(zhi),鼓勵在應用中提高數(shu)(shu)(shu)(shu)據(ju)(ju)質(zhi)量。推(tui)動(dong)(dong)(dong)教育統計數(shu)(shu)(shu)(shu)據(ju)(ju)和業(ye)務(wu)數(shu)(shu)(shu)(shu)據(ju)(ju)的(de)(de)協同聯(lian)動(dong)(dong)(dong),落(luo)實(shi)(shi)保(bao)障(zhang)統計數(shu)(shu)(shu)(shu)據(ju)(ju)準確性(xing)的(de)(de)法(fa)定(ding)義務(wu),鞏固統計數(shu)(shu)(shu)(shu)據(ju)(ju)的(de)(de)權威地位。

  10.提升教育(yu)數(shu)(shu)據(ju)管理效能。充(chong)分發揮數(shu)(shu)據(ju)的(de)作(zuo)用,推動(dong)教育(yu)科學決(jue)(jue)策、精準(zhun)管理和(he)(he)個性(xing)服務。通(tong)過跨地域、跨層級、跨部(bu)門的(de)數(shu)(shu)據(ju)共享,支(zhi)撐招生(sheng)(sheng)計劃(hua)、就近入學、學生(sheng)(sheng)資(zi)助、安全(quan)防控等(deng)教育(yu)決(jue)(jue)策,提高決(jue)(jue)策科學性(xing)。通(tong)過促進(jin)教學數(shu)(shu)據(ju)和(he)(he)管理數(shu)(shu)據(ju)的(de)匯聚和(he)(he)共享,建立教育(yu)大(da)(da)數(shu)(shu)據(ju)分析(xi)模型,全(quan)面、精準(zhun)地掌握學校(xiao)和(he)(he)師(shi)生(sheng)(sheng)情況,為(wei)教育(yu)評價、“雙一流”建設等(deng)改革(ge)任務提供(gong)數(shu)(shu)據(ju)支(zhi)撐。探索(suo)基于大(da)(da)數(shu)(shu)據(ju)的(de)用戶行為(wei)分析(xi),為(wei)廣大(da)(da)師(shi)生(sheng)(sheng)提供(gong)個性(xing)化(hua)的(de)教育(yu)服務,促進(jin)學生(sheng)(sheng)的(de)個性(xing)化(hua)成長。

  (四)促進管理服務流程再(zai)造

  11.促進教育(yu)行(xing)政辦(ban)(ban)(ban)公(gong)數字化。系統分析(xi)日(ri)常辦(ban)(ban)(ban)公(gong)業務(wu)需求,明確各(ge)項(xiang)辦(ban)(ban)(ban)公(gong)業務(wu)的內容、流程和要求。聚焦(jiao)文件流轉、內部(bu)審批等行(xing)政辦(ban)(ban)(ban)公(gong)重(zhong)點應用,逐步實現(xian)全(quan)流程、全(quan)業務(wu)線上辦(ban)(ban)(ban)公(gong)。積(ji)極推動視頻會議、遠程協同(tong)辦(ban)(ban)(ban)公(gong)等新型辦(ban)(ban)(ban)公(gong)形式,降低行(xing)政成本,提高辦(ban)(ban)(ban)公(gong)靈活度。聚焦(jiao)多(duo)部(bu)門協同(tong)辦(ban)(ban)(ban)理的行(xing)政辦(ban)(ban)(ban)公(gong)痛點,以信(xin)息(xi)化手段優化辦(ban)(ban)(ban)公(gong)流程,提升(sheng)管理效能。積(ji)極推進移動辦(ban)(ban)(ban)公(gong),將辦(ban)(ban)(ban)公(gong)應用向移動端延伸。

  12.實現教育管(guan)(guan)理(li)(li)服(fu)務(wu)“一網通辦” 。全面梳理(li)(li)面向學校(xiao)、師(shi)生、家長和校(xiao)友提供的管(guan)(guan)理(li)(li)服(fu)務(wu)事項(xiang),精簡(jian)歸并不(bu)同(tong)層級、部門的同(tong)類事項(xiang),規范工作流程,形(xing)成辦事指南。利用(yong)一體(ti)化教育服(fu)務(wu)平臺,推動管(guan)(guan)理(li)(li)服(fu)務(wu)全程網上(shang)受理(li)(li)、網上(shang)辦理(li)(li)和網上(shang)反饋(kui),實現“一號申請、一窗受理(li)(li)、一網通辦”。推動管(guan)(guan)理(li)(li)服(fu)務(wu)“減(jian)流程、減(jian)證(zheng)明(ming)、減(jian)時(shi)間(jian)”,凡可通過共享(xiang)獲(huo)取和核(he)驗的數(shu)據(ju)(ju),原則上(shang)不(bu)得要求用(yong)戶提供,讓(rang)數(shu)據(ju)(ju)多(duo)跑路(lu)、群眾少跑腿(tui);探索建立信用(yong)承諾、容缺受理(li)(li)制度,最大程度減(jian)少管(guan)(guan)理(li)(li)服(fu)務(wu)前置條(tiao)件(jian)、精簡(jian)流程環節、縮(suo)短辦理(li)(li)時(shi)間(jian)。

  13.推(tui)進(jin)教(jiao)育(yu)督(du)導和(he)監管(guan)信息(xi)化(hua)。利(li)用新技(ji)術、新應用,整(zheng)合(he)構(gou)建(jian)全國(guo)統(tong)一、分(fen)(fen)級使(shi)用、開放共享的(de)(de)教(jiao)育(yu)督(du)導信息(xi)化(hua)管(guan)理(li)平(ping)臺(tai),推(tui)進(jin)督(du)導工作從定(ding)性評估轉向精準評估,從人工督(du)導轉向智能實時督(du)導。依托“監管(guan)”系統(tong),支撐“雙隨(sui)機、一公(gong)開”監管(guan)和(he)非(fei)現場(chang)監管(guan),強(qiang)化(hua)事(shi)中(zhong)事(shi)后監管(guan)和(he)教(jiao)育(yu)行政執法,完(wan)善(shan)跨部門、跨區域(yu)、跨層次的(de)(de)聯合(he)監管(guan),探索基(ji)于大數(shu)據分(fen)(fen)析(xi)的(de)(de)信用監管(guan)。建(jian)立扁(bian)平(ping)化(hua)的(de)(de)教(jiao)育(yu)社會監督(du)平(ping)臺(tai),實現智能化(hua)投(tou)訴舉(ju)報受理(li)、分(fen)(fen)發和(he)處置(zhi),構(gou)建(jian)多元共治的(de)(de)監管(guan)格局。

  (五)提高基礎設施支撐能力

  14.加強(qiang)網(wang)(wang)(wang)絡(luo)環境(jing)建設。充分發揮教科網(wang)(wang)(wang)作(zuo)用,保(bao)障招生錄取(qu)、在線教學、科學研究等教育核心業務(wu)。提(ti)高(gao)電子政(zheng)(zheng)務(wu)外網(wang)(wang)(wang)覆蓋(gai)率,依托電子政(zheng)(zheng)務(wu)外網(wang)(wang)(wang)開展(zhan)數(shu)據共享和(he)業務(wu)協(xie)同(tong)。推進(jin)5G等網(wang)(wang)(wang)絡(luo)技術(shu)的(de)廣泛應用,推動(dong)無線校園建設。深入推進(jin)IPv6規模部署(shu)行動(dong),原則上(shang)新(xin)建信息系統應支(zhi)持IPv6訪(fang)問(wen),新(xin)建網(wang)(wang)(wang)絡(luo)應支(zhi)持IPv6組網(wang)(wang)(wang)。探索(suo)物聯網(wang)(wang)(wang)在校園一卡(ka)通、智能圖書館、人員與設備(bei)管理(li)等場(chang)景(jing)中的(de)應用,為精準化管理(li)提(ti)供支(zhi)撐保(bao)障。

  15.規范(fan)數(shu)(shu)據(ju)中(zhong)心(xin)建(jian)(jian)(jian)設(she)。科(ke)學合理地(di)規劃、布局和建(jian)(jian)(jian)設(she)數(shu)(shu)據(ju)中(zhong)心(xin)。縣級教(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)門(men)(men)和中(zhong)小學校原則上(shang)不建(jian)(jian)(jian)設(she)數(shu)(shu)據(ju)中(zhong)心(xin),統一使(shi)用上(shang)級政府或(huo)教(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)門(men)(men)部(bu)(bu)署的(de)數(shu)(shu)據(ju)中(zhong)心(xin)。地(di)方政府要求統一接入(ru)政務(wu)云的(de)地(di)區,教(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)門(men)(men)按照(zhao)地(di)方部(bu)(bu)署做好系統遷(qian)移。鼓勵有(you)條件的(de)省(sheng)級教(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)門(men)(men)采用混合云方式建(jian)(jian)(jian)設(she)教(jiao)(jiao)育(yu)云,為本地(di)區的(de)教(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)門(men)(men)和學校提供服務(wu)。自建(jian)(jian)(jian)數(shu)(shu)據(ju)中(zhong)心(xin)的(de)單位應(ying)建(jian)(jian)(jian)立(li)健全資(zi)源(yuan)調配、應(ying)急(ji)管理和容災備份等(deng)制度(du),保障(zhang)高(gao)效、安全和穩定運行(xing)。

  16.構建數(shu)字(zi)(zi)(zi)(zi)認證(zheng)(zheng)體系。完善(shan)教育數(shu)字(zi)(zi)(zi)(zi)認證(zheng)(zheng)基礎支(zhi)(zhi)撐體系總體規(gui)劃(hua),建立(li)統一(yi)的(de)教育系統密碼基礎設(she)施(shi)和支(zhi)(zhi)撐平臺。建設(she)基于(yu)“一(yi)校一(yi)碼、一(yi)人一(yi)號(hao)”的(de)數(shu)字(zi)(zi)(zi)(zi)認證(zheng)(zheng)互(hu)聯互(hu)通互(hu)認體系,實現跨(kua)平臺的(de)單(dan)點(dian)登錄。推(tui)動以智能終(zhong)端為載體的(de)多因子認證(zheng)(zheng),探索手機(ji)短信、移動協同(tong)簽(qian)名等多種認證(zheng)(zheng)方式,提升服務體驗。數(shu)字(zi)(zi)(zi)(zi)認證(zheng)(zheng)使用的(de)密碼技術和產品應符合國家密碼管(guan)理部門要求(qiu)。探索推(tui)動區塊鏈(lian)技術在(zai)招生考試、學(xue)歷認證(zheng)(zheng)、學(xue)分互(hu)認、求(qiu)職就業(ye)等領(ling)域(yu)的(de)應用,提高數(shu)字(zi)(zi)(zi)(zi)認證(zheng)(zheng)可信性。

  17.提升安(an)全(quan)(quan)(quan)保(bao)障(zhang)(zhang)能(neng)力。全(quan)(quan)(quan)面落實(shi)《》等(deng)法律法規和(he)政策(ce)要(yao)求(qiu),建(jian)(jian)立健全(quan)(quan)(quan)網絡安(an)全(quan)(quan)(quan)責(ze)任(ren)體(ti)系(xi),明晰各方職責(ze)。落實(shi)網絡安(an)全(quan)(quan)(quan)等(deng)級保(bao)護(hu)制(zhi)度(du),重點保(bao)障(zhang)(zhang)關鍵信(xin)息基礎設施。開展網絡安(an)全(quan)(quan)(quan)監測(ce)預(yu)警通報,提升網絡安(an)全(quan)(quan)(quan)態勢感知能(neng)力。建(jian)(jian)立供應(ying)鏈安(an)全(quan)(quan)(quan)管(guan)理(li)體(ti)系(xi),定期組織(zhi)審(shen)計(ji),優(you)先(xian)選用具有自(zi)主(zhu)核(he)心技術以及安(an)全(quan)(quan)(quan)性達到要(yao)求(qiu)的(de)國產化產品。全(quan)(quan)(quan)面加(jia)強數(shu)據安(an)全(quan)(quan)(quan)保(bao)障(zhang)(zhang),建(jian)(jian)立覆蓋全(quan)(quan)(quan)生命周期的(de)數(shu)據安(an)全(quan)(quan)(quan)保(bao)障(zhang)(zhang)機制(zhi),重點保(bao)護(hu)廣大師生和(he)家(jia)長,特別是(shi)未成年人的(de)個人隱私信(xin)息。

  四、保障措施

  (一)加強(qiang)隊伍(wu)建(jian)設(she)。打造技術(shu)精湛、結構合理、精簡高效(xiao)的專(zhuan)業隊伍(wu)。建(jian)立和(he)完善適應網信特點的人事薪酬(chou)制(zhi)度(du),突出專(zhuan)業性和(he)實用性,培(pei)(pei)養(yang)和(he)吸引更多優秀人才。創新人才使用方式(shi),鼓勵通過購買(mai)社會服務、實行崗位交流、健全(quan)產學融合等方式(shi)引入外部(bu)資源(yuan),打破身份界(jie)限(xian)。建(jian)立健全(quan)多層(ceng)次、多形式(shi)、重(zhong)實效(xiao)的培(pei)(pei)養(yang)培(pei)(pei)訓體系(xi)(xi),定期開(kai)展管(guan)理人員、技術(shu)人員、系(xi)(xi)統用戶培(pei)(pei)訓,提(ti)高管(guan)理意識和(he)技術(shu)保障水平(ping)。

  (二)保(bao)障(zhang)(zhang)經費投(tou)入。加大教(jiao)育(yu)管(guan)(guan)理(li)信(xin)(xin)息化(hua)投(tou)入,為系統(tong)建(jian)(jian)設(she)(she)、運(yun)行(xing)維(wei)護、安(an)全防(fang)護、應用(yong)培訓、服(fu)務(wu)運(yun)營(ying)、隊伍建(jian)(jian)設(she)(she)等提供(gong)必要保(bao)障(zhang)(zhang)。建(jian)(jian)立科學(xue)、合(he)理(li)的(de)運(yun)行(xing)維(wei)護經費測算制度,保(bao)障(zhang)(zhang)信(xin)(xin)息化(hua)軟硬件的(de)有序更(geng)新和(he)信(xin)(xin)息系統(tong)的(de)安(an)全、穩(wen)定運(yun)行(xing)。引導企業(ye)等社會力量參(can)與(yu),探索購(gou)買(mai)服(fu)務(wu)等供(gong)給新方(fang)式。落實(shi)國家關于(yu)生均公用(yong)經費可用(yong)于(yu)購(gou)買(mai)信(xin)(xin)息化(hua)資源和(he)服(fu)務(wu)的(de)政策,建(jian)(jian)立常(chang)態化(hua)的(de)教(jiao)育(yu)管(guan)(guan)理(li)信(xin)(xin)息化(hua)保(bao)障(zhang)(zhang)機制。建(jian)(jian)立健全經費監管(guan)(guan)體系,保(bao)障(zhang)(zhang)經費使(shi)用(yong)合(he)法合(he)規,提高經費使(shi)用(yong)效益。
